THRF supports the medical community, intermediaries and the general public so they can better anticipate the future healthcare environment and adopt appropriate forward strategies.

Founder and Principal

Capstone Consulting Group is an employee benefits advisory firm that works with employers, medical providers and the professional insurance community to develop effective forward strategies. Capstone’s scope of services include forensic health & welfare auditing, forward plan modeling, healthcare consulting, actuarial services, data management, litigation support and technical training.



Frank Crystal & Company

National Managing Director

Frank Crystal is a top twenty national insurance brokerage firm based in New York City. The position held was considered a national resource related to the development of an employee benefits audit and modeling practice which involved training and providing technical support for approximately fifty benefits related insurance consultants.



Mercer Human Resource Consulting


The scope of the position for this New York City based international firm primarily involved new client development activities as it pertained to employee benefit related auditing projects. Activities also included acting as inter company liaison during merger of major divisions and speaking on behalf of the firm during client development as well as technically orientated events.

Graduate Studies

This period of time was devoted to completing studies related to obtaining a Master of Science degree in Financial Sciences. Graduate degree was received in July of 2002.



Buck Consulting Actuaries, Inc.


This position involved the development of a multi million dollar employee benefit audit practice for this national, New Jersey based actuarial firm. The practice employed ten senior consultants and related support staff and during this period was awarded four national practice management awards.



Cooper & Lybrand, LP

Practice Leader

This position involved developing and managing the Houston Actuarial, Benefits & Compensation practice for what was considered at the time, one of the big four accounting firms. Managed a staff of six consultants and related support individuals and modeled and managed the first private, risk sharing hospital and employer medical networks.



New England Mutual Life

Medical Insurance Underwriter

During the tenure with this Boston, MA based insurance carrier, primary activities included home office and field underwriting for the large case employer market. Activities also included acting as the firm’s expense account auditor for field personnel. The position ultimately involved being transferred to Houston, Texas in August of 1982.

Notable Business Engagements

  • Established the Oncology Case Management Guidelines for M.D. Anderson Cancer Center and created the Cancer Manager Program. This program established the first technology driven cancer related early detection system.
  • Assisted in the development of a heart transplant global pricing methodology for the Texas Heart Institute. This project established a new approach to contracting for professional and facility medical cost using what was termed “grouper” technology.
  • Designed and implemented the first wholly physician owned Independent Practitioner Organization in Houston.
  • Developed a universal hospital and physician managed care contract model for St. Lukes Episcopal Hospital in Houston which allowed replication of all current best practice positions.
  • Designed the first Physician-Hospital Organization model which was adopted by the largest hospital corporation in the world at that time. This organization set the standard for effective negotiations involving large and hospital operations.
  • Provided plan management, consulting and trust management services for firms such as Sysco Foods Corporation, Dresser Industries, Texas A&M University and the Houston Metro Transit Authority.
  • Structured employer onsite claims processing units, including selection of hardware, software and personnel and also development of the operations manuals for Randall’s Food & Drugs.
  • Participation on the Advisory Board of Kelsey Seybold Clinics in Houston.
  • Involved in the development of the first partnered medical network, PHCS.
  • Contracted privately owned physician and hospital networks for national clients such as Mobil Oil, SmithKline Beecham Labs, Safeway Foods, and Randall’s Food & Drugs.
